Evaluating Climate Change Impacts on Hydropower Production in Idaho’s Hells Canyon Complex



The Federal Energy Regulatory Commission (FERC) is in the process of re-licensing most of the privately owned dams in the Columbia River basin. In August of 2007 the Staff of the Commission issued its Final Environmental Impact Statement (FEIS). In the FEIS flows through the project are based on the traditional historical patterns of medium, high, and low water conditions. A micro study of the Hells Canyon Project with climate change impacts of water flows is being conducted and the results will be compared to those found in the FEIS. The results of this comparison then can be instructive for the FERC re-licensing process and its estimates of power production for hydro-electric facilities.
