AbstractWater allocation has been contentious in the Pacific Northwest (Washington, Idaho, and Oregon: the three states that comprise most of the Columbia Basin) for over a century. This article undertakes to examine, from a transactions cost perspective, the adequacy of each state's institutional support for water allocation through market means. |
